Yeah its possible using the virus as a strong weapon against poulation growth. This has been happening in Africa for ages. The (American) military and government have advanced technology which is how they created the Aids virus which has killed millions of africans. This disease is invinsible which is why it has killed so many people and defeated all anti viral drugs.
